Roel van Oosten (14/06/1958) is a Dutch composer, born in The Hague, The Netherlands. Van Oosten studied composition at the Royal Conservatory in The Hague with Peter Schat and Louis Andriessen, and piano with Else Krijgsman. He received a grant from the French and Dutch Ministry of Culture in 1984 to continue his studies with the French composer Betsy Jolas. In Paris he also attended the analysis and composition class at the Conservatoire National Supérieur de Musique. In 1987, Van Oosten was selected to live for a year in the studio of the co-founder of the De Stijl art movement Theo van Doesburg in Meudon, France.

The dedicatee, Johan de Witt (24/09/1625 – 20/08/1672), lord of Zuid- en Noord-Linschoten, Snelrewaard, Hekendorp en IJsselvere, was a Dutch statesman and a major political figure in the Dutch Republic in the mid-17th century, the First Stadtholderless Period, when its flourishing sea trade in a period of global colonisation made the republic a leading European trading and seafaring power – now commonly referred to as the Dutch Golden Age. De Witt was elected Grand pensionary of Holland, and together with his uncle Cornelis de Graeff, he controlled the Dutch political system from around 1650 until the Rampjaar (Disaster Year) of 1672. This progressive cooperation between the two statesmen, and the consequent support of Amsterdam under the rule of De Graeff, was an important political axis that organized the political system within the republic.
